European Parliament’s Position on CBAM - 15 September 2026

The European Parliament rejected the European Commission’s proposed Article 27a, under which certain goods could be temporarily excluded from the scope of CBAM in the event of serious and unforeseen circumstances and a sharp increase in the prices of imported goods. In its position of 12 June 2026, the Council of the EU - the institution representing the governments of EU Member States - proposed retaining this possibility while establishing clear and objective criteria for its application. The European Parliament’s ENVI Committee had already rejected the Council’s proposal on 6 July 2026.

Instead of temporarily suspending the application of CBAM, the European Parliament proposes allowing, in the event of a price shock, part of the CBAM revenue generated by the relevant goods to be temporarily redirected to support affected EU sectors, including producers and farmers.

In a separate vote, the European Parliament adopted its position on the temporary Decarbonisation Fund for 2027-2029. It proposes making support available to fertiliser producers and businesses that use CBAM goods as production inputs.

Important: This is currently only the European Parliament’s negotiating position. The final outcome will be determined through trilogue negotiations between the European Parliament, the Council and the Commission. The institutions aim to reach an agreement by the end of 2026.

How did Lithuania’s Members of the European Parliament vote on the CBAM amendments and the Decarbonisation Fund?

The below information presents the results of the European Parliament’s roll-call votes held on 15 September 2026. The information is provided for informational purposes and is based on official European Parliament documents.

The following Members of the European Parliament voted in favour of both the CBAM amendments and the Decarbonisation Fund: Vytenis P. Andriukaitis, Petras Auštrevičius, Vilija Blinkevičiūtė, Rasa Juknevičienė, Liudas Mažylis, Paulius Saudargas, Virginijus Sinkevičius and Dainius Žalimas.

Petras Gražulis voted against the Decarbonisation Fund and abstained on the CBAM amendments. Aurelijus Veryga abstained on both the CBAM amendments and the Decarbonisation Fund. Waldemar Tomaszewski either did not participate in the votes or no vote was recorded.
